European Commission Adopts OceanEye

On 3 June 2026, the European Commission formally adopted OceanEye, a major new initiative designed to strengthen ocean observation and marine knowledge across Europe. The adoption marks an important step in the implementation of the European Ocean Pact and Europe’s ambition to improve the sustainable management of its seas and oceans.

First announced by European Commission President Ursula von der Leyen in 2025, OceanEye recognises ocean observation as the foundation of marine research, innovation, and evidence-based policymaking. The initiative aims to improve the collection, integration, and use of ocean data to support ocean health, climate resilience, maritime security, and sustainable blue economy activities.

A key component of OceanEye is the Digital Twin of the Ocean, developed under the EU Mission “Restore our Ocean and Waters”. By combining real-time observations, artificial intelligence, and advanced modelling, the system will help predict ocean changes, assess the impacts of climate pressures, and support more informed decision-making.

The adoption was announced by Commissioner Costas Kadis during the conference “Riding the Wave: Advancing the EU Ocean Pact through Science, Innovation and Cooperation”, held under the Cyprus Presidency of the Council of the European Union. The initiative also lays the groundwork for the forthcoming Ocean Research and Innovation Strategy, further reinforcing the role of science and innovation in shaping Europe’s ocean future.
